What this PR does / why we need it:
The nightly token cannot approve and merge its own PRs, our GITHUB_ACTION token already has write access and can approve and merge PRs, so use it instead. This Github action doesn't create events that require triggering subsequent workflows, so using the GITHUB_ACTION token here should be sufficient.
